In her role as Chief Strategy Officer, Ms. Lutz is responsible for agency –wide program design and innovation, strategic planning, which includes oversight of ReServe and its national expansion.

Ms. Lutz served for 18 years as the President of L 3 P Associates, LLC, a consulting firm specializing in enhancing the quality of social services to include Strategic Planning, IT System Design and Integration, Continuous Quality Assurance, Program Development and Design, Human Resource Management and Talent Acquisition and Community Collaboration.

Ms. Lutz’ past professional experience includes serving as past Commissioner for Child Welfare Services, the Director of DCYF for the State of New Hampshire, Bureau Chief for Family Services for the State of Idaho, Director of Community Services for Fort Leonard Wood Missouri, and Director of Community Programs for Catholic Charities in St. Cloud Minnesota.

Ms. Lutz is well published in the area of child welfare. Her works include “Preventing the Triangulation of the Triangle of Support: Relationship Between Resource Families, Birth Families and the Child Welfare Agency”; “Recruitment of Resource Families-The Promise and the Paradox”; “Achieving Permanence For Children- A Daunting Challenge” and “Promising Practices in Adoption Competent Mental Health Services”.
